The Air Force Civilian Service (AFCS) is looking for a Health Systems Specialist to work at the 9th Reconnaissance Wing, 9th Medical Group, Beale AFB, CA. In this position, the primary purpose is to improve patient outcomes and healthcare delivery through the establishment of an integrated and collaborative organizational approach to Performance Improvement/Quality Management (PI/QM); reduce the incidence of potentially compensable events through the establishment of an aggressive and comprehensive Risk Management (RM) Program; and provide for the most efficient use of clinical resources in the pursuit of highly reliable patient care. These initiatives substantially support the Air Force Medical Service mission to develop and operate a comprehensive and cost effective community-based health care system which promotes the health, safety and morale of DOD beneficiaries and provides or arranges timely, high quality health care.


This is a federal government position with no active duty commitments.


SALARY RANGE: $61,218 - $79,586



  • U.S citizenship

  • Membership in American Society for Healthcare Risk Management (ASHRM), National Association for Healthcare Quality (NAHQ), and affiliation with the American College of Healthcare Executives or other relevant professional association, and/or a professional society relating to Performance Improvement is desirable.

  • Bachelor’s degree in business, management, or a health-related field is desired. Master’s degree in business, management, or a health-related field is preferred.

  • CPHQ Certification by the Healthcare Quality Certification Board, (HQCB/NAHQ) preferred.

  • Must be able to obtain and maintain a Secret Clearance.

  • Must have 12-months of work experience.




  • Plans, organizes, directs, and manages the MTF Clinical Quality/Performance improvement programs, ensuring compliance with legal and regulatory requirements to meet organizational needs.

  • Develops, plans, organizes, directs, and manages the Healthcare Risk Management program.

  • Administers accreditation and compliance programs for the Military Treatment Facility (MTF).

  • Administers management support programs for the Commander and Deputy Commander which fulfill the organization’s requirements for strategic planning and data management.


KNOWLEDGE, SKILLS AND ABILITIES (KSA’s) Note:  Your resume and qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:


  • Knowledge of the missions, organizations, programs, and requirements of healthcare delivery systems and the relationships of Performance Improvement and Risk Management, within the AF Medical Service.


  • Knowledge of regulations and directives from Department of Defense Health Affairs, HQ USAF SG and MAJCOMs. Knowledge of regulatory agencies’ standards, including requirements for accreditation promulgated by the civilian accreditation agencies and standards for recognition for Patient Centered Medical Home (PCMH) practices.


  • Knowledge of claims management and judge advocate claims investigatory processes (e.g., potentially compensable events) along with the additional knowledge of medical liability, patient policies, and a wide range of administrative laws, regulations and standards associated with the administration and adjudication of claims.


  • Skill in the operation of information management systems to support performance improvement, strategic planning and risk management/patient safety, and to verify or research safety, security, analysis and reporting techniques, data input requirements, and organizational structure.


  • Ability to prepare and conduct training sessions to educate all levels of healthcare staff in areas of quality management and performance improvement; skilled in effective oral and written communication


  • Ability to gather, analyze, and makes recommendations based on complex and diverse data using performance improvement techniques to include: root cause analysis, cause and effect analysis, failure mode and effects analysis, and the ability to develop action plans.
