BASIC FUNCTION: Conducts high level health and safety assignments for the Refinery under minimal supervision. May direct or lead the work of others from time-to-time. Eliminates hazardous conditions and reduces unsafe actions. Maintains compliance with regulations and MSDS sheets if needed. Manages and supervises training programs for employees and contractors. Maintains close contact with assigned areas resolving safety sensitive issues. Develops technical skills and certification in the assigned relevant areas of safety and/or DOT compliance. Develops and implements facility health, safety, and security policies and procedures. Provides consultation and recommendations for safety and security issues. Provides general Safety support for the assigned division or location. Keeps required OSHA and/or DOT records on accidents. Conducts safety training and assist management with training needs. Oversees and surveys compliance to Policy and Procedures relating to safety and develops and implements policies and procedures for compliance with OSHA/DOT and other relevant regulations. Assists field management with loss control efforts including hazard assessment and control, compliance assessments and establishment of behavioral safety systems. Provides safety coverage special projects. Provides statistical analyses of incident or other safety related data. EXPERIENCE: A minimum of 5 years of on the job experience required with 8 years experience working in the assigned industry (e.g. refining, petrochemical). EDUCATIONAL LEVEL: Bachelor's degree required in a safety related field or industrial hygiene or the equivalent years of experience in lieu of the degree (4 years in addition to the experience requirement). PREFERRED EDUCATIONAL LEVEL: Bachelor's degree in safety or industrial hygiene with ASP, CSP or CIH certification. REQUIRED SKILLS: High level working knowledge of occupational safety and industrial hygiene ability to read understand and interpret OSHA/DOT regulations and ability to apply this knowledge. Special training/Certifications in Industrial Safety, Hazard Assessment, emergency response, etc. High level of compentency in using Mirosoft Office software and other computer applications. Strong written and verbal communication skills, strong interpersonal skills with the ability influence others and lead or participate in team/committee enviroments. Satisfactory completion of a comprehensive medical physical examination. Understanding of Safety Practices basics and application of Safety Policies, and Procedures for field activities. Demonstrated ability to stand firm on doing the job safety if challenged, but act in a diplomatic manner. SUPERVISORY/MANAGERIAL RESPONSIBILITIES: None. May direct or lead the work of others from time-to-time. WORK CONDITIONS: Office and refinery based with travel required 10% of time by land or air. Subject to varying road and weather conditions. Outdoor duties under wet and/or oil contaminated conditions, at both below grade and elevated positions. Industrial environment, including, but not limited to chemicals, pressure vessels, tanks and rotating equipment. Must be available for weekend and after hour call-outs on a rotational bases.
